台南市長賴清德由堅不進議會到有條件進議會，態度改變，市府官員昨先「暖身」進議會備詢，但在藍綠議員奪槌、敲槌衝突中，原應有交通、觀旅、地政三單位列席備詢，最後僅地政局備詢。

延宕兩個月的台南市議會定期大會前天意外成會，昨排定市府原定由交通局、觀旅局、地政局專案報告，但三單位主管還未到議會列席，民進黨籍工務委員會召委市議員劉正昌即站上主席台，敲槌宣布開會。國民黨籍議員洪玉鳳、王家貞聞訊衝進議場，洪上台奪槌，要求遵照議事程序，劉隨即敲錘宣布散會，開、散會前後僅四十秒。

爭吵聲中，議事槌被敲斷，槌頭敲飛只剩槌柄，藍綠議員台上台下互罵，亂成一團。國民黨議員指民進黨議員目無法紀應吐出薪水，民進黨議員則指大會前天未清點人數，議長李全教就宣布成會，違背程序正義，高舉「決議無效」海報。兩黨各自召開記者會，互指不是。
